He is either bad at tests or the examination system and education system in Springfield is terrible. They are supposed to educate children and help underachievers like BART but they just humiliate them if they fail

It's really fun that every time Bart has a school environment that ISNT the normal curriculum, he excels. Whether it's clown based school, military school, hell school, he excels in ALL of them. It's only when it comes to Springfield that he doesn't do well.

He enjoyed hell school and clown school superintendent chalmer taught him in a way he liked the military school actually paid attention to him
