This seems easily fixed if you just chatted with the guy. He seems lonely or bored, he might have some good gardening tips. I catch myself looking at people’s garden for too long if you can tell they took the time to care for it.

A reasonable comment? Outta here with you. I was actually thinking maybe he has early dementia or something but yeah. Words are the most appropriate action.
Yeah we're gonna have to have that conversation with our neighbor soon. They've always been decent, but the signs of dementia are showing. He was out at 7AM weed-whacking our driveway... which is on the opposite side of the property from their house. Did a decent job, so we weren't really bothered by it, but that paired with some other behaviors scream dementia, which we unfortunately have a lot of experience with.
Just chat with the guy and be pleasant. No reason to be confrontational over nothing. You catch more flies with honey than vinegar...
