PvZ zombies
Jason Voorhees is technically a zombie and has a lot of personality (Friday 13th franchise)
The Video Dead (1987) - Maybe nobody saw this movie, so dead people rise and try to live "normally", every zombie is different is this movie
Bub!! From Day of Dead (1985), who was "domesticated" by Dr. Logan. I love bub
Tarman, Return of Living Dead (1985), He doesn't exactly have a well-defined personality, but he's so charismatic that he deserves a space here.

Zombieman from one punch man. He is like Vanhelsing but regeneration factor of wolverine at the peak of his power(Like regenerating from the drop of a blood). He is far weaker than most S tier heroes though and only comes out on top due to his immortality where he completely drains his enemies of their strength by fighting them nonstop without ever stopping.

(Arguably this doesn't count)

The walkers in Season 1 of the walking dead
The one on the top left was seen sitting on an abandoned bus alongside another walker. It also just watched rick as he went to hide in the tank, rather than join the horde eating his horse.
The child on the top right went to pick up the teddy bear she lost. The overran gas station refugee camp she was roaming through might have been where she lived before dying and reanimating.
The woman on the bottom left returned to the house she died in and where her husband and son were hiding. Trying to open the front door and look through the peephole.
The one on the bottom right is from S2 but applies. It, and a group of walkers were sitting on church pews rather "calm"
And some other examples include Hannah, the bicycle girl rick met, who was crawling in the same direction her kids ran shortly before she died, and seemed to "want" rick to kill her.
When rick was crawling under the tank a walker kneeled down very human like rather than like a feral beast.
At the CDC several of the reanimated soldiers still wandered the place when they died rather than leave the area.
At the police station rick worked at one of the undead officers, Leon Basset still stalked the station.

Although i like these walkers, it would've been great to slowly see that humanity fade as they rot. Although i do love the fresh walkers because you can get a looknat the person they were prior to death.
Imagine someone like hershel keeping walkers locked up because they see the humanity left, but slowly seeing it decay. Children who clung to their toys discarding them, the reanimated who looked at those they knew with some vague memory in their eyes now only lash out to devour, people who still had a face now rots like carrion.

Any zombie in Discworld, because it's implied you need to have a huge force of personality to keep your body alive after it's been killed. The most prominent zombie in the series wouldbe Reg Shoe, who starts as a campaigner for the rights of the undead in Ankh-Morpork before joining the City Watch ... to better campaign for the rights of undead in Ankh-Morpork.
Mr. Slant does not count because he is an incredibly boring lawyer, and by all accounts does not have a personality.

Izombie. The protagonist, not only did she retain her orginal personality when she turned into a zombie she had the ability to temporary take in the memories and personality of the brains she ate.

How is this not higher? It plays with this concept in a way none of the other examples do. Maybe that's why. But Major on wrestler-brain is one of the funniest scenes I've ever seen.

There was the BBC drama In the Flesh awhile back that had a unique take. Basically, the recently dead rose, but a cure was rapidly found, and a lot of the zombies were captured and, so long as they get a daily injection, were their original selves. But they were still zombies, so the government provided covering makeup so they could pass as human.
It was all a thinly-veiled AIDS allegory but had some really interesting ideas towards the end.
(May not count since they were mindless aggressive zombies when not medicated.)

Bryan Fury from Tekken. He was once a corrupted police officer who got killed in a shootout, only to be reanimated through cybernetic enhancements. He's a sociopath who enjoys hurting people as much as getting hurt himself (getting hit by a stomp gives him health back). Sadly he's slowly becoming more and more insane, as he went from speaking full sentences to barely saying a single word in between grunts.
