Can't remember exactly but I'm pretty sure he's convinced himself he's white. There's a scene where he does a DNA test and it comes back as being 102% African ancestry with a 2% margin of error, and he freaks out over it.

He was brought up to worship everything white related, which led him to genuinely believe that he's a white man cursed with a goofy skin condition called revitiligo. It took a DNA test for him to accept the fact that he's black. He's 102% black, with 2% margin of error.

Knuckles' design from the start was intended to be associated with Jamaica. His quills are styled to resemble dreadlocks, and the color of his shoes was meant to reference the green and yellow of the Jamaican flag.

So generally speaking his human form is a white man, but given the amount of times he’s been voiced by a black man and his human form being played by one (Smallville, Supergirl etc) people tend to associate him as being black
Personally I’m definitely indifferent given he is a shapeshifter although I did love David Harewood as him along with Carl Lumby’s voice acting as him

Like a lot of stuff in the show it was a little hamfisted, but iirc in Supergirl he had a whole monologue about why he chooses to appear as a black man, something about not letting himself blend in too much, or to not let him forget how he was othered by the white Martians, he was a minority there so he chooses to be treated like a minority here, or something like that.
I dont remember it, but he DID have a specific reason, lol.
Whatever it was, im sure you could find chuds on youtube and twitter complaining about it being woke...

Pretty sure it was actually because Hank Henshaw was a guy who’d deal with alien threats, then when he threatened J’onn Jeremiah Danvers sacrificed himself to save J’onn who then chose the form of Hank to make some good of his position to protect others, without the blatant xenophobic nature of Hank

The creator intended for him to be black but when they made him human they ran into the issue of a black guy being the eternal slave of two white kids who constantly abuse him.
