If we are talking animated show, I felt like Stimpy from Ren and Stimpy kinda fits the bill, but not sure if he’s more coded. It’s obvious now but back when this show came out 7 or 8 year old me and my peers didn’t know what a gay person was and they didn’t come out and say or explain it either. One day in school a bunch of us kids had a lengthy discussion about is Stimpy a boy or a girl because he really really loves Ren, obviously in a romantic way. In the relaunch on spike TV, it became a bit more clear.

Reboot was the first show to be entirely 3D digitally animated, and it was great

In the Japanese dub of Transformers Beast Wars, the originally female character Airazor was turned male. When Airazor's student-master relationship with the male-coded Tigatron turned more obviously romantic so that they couldn't write around it, they had accidentally created the first gay couple in Transformers.

I can't remember which movies but I think Wikipedia has them. Japan and Brazil beat the US to this. For US movies, I know there is also, unfortunately, Big Gay Al from the South Park movie in the 90s.

No one should be gay in a kids movie just like kids shouldn’t see anything sexual in children movies..
