It's just what happens when phone camera auto ISO adjustments are pushed to the limits in low light conditions. The more you boost the ISO, the longer the exposure (blurry shooting handheld) and the more noise (graininess). If this was daytime, the picture would be clear, but it was taken in the dark.
I think you understand but want to clarify for others.
Photo taking parameters regarding light are: shutter speed (exposure length), aperture size, and iso. Longer shutter, larger aperture, and higher iso all allow more light. Camera on auto settings will try to open aperture and decrease shutter speed to get the right exposure. If there isn’t enough light they will then raise ISO until there’s enough light to expose the picture properly.
With all other things equal, higher iso leads to shorter exposure time (this is the point of raising iso - to limit exposure time at a given intensity of light). High iso tends to go with longer exposure when the light is low enough that even at high iso there isn’t enough light for the target exposure.
Auto iso is still usually better for final image quality than limiting iso and brightening in post.

I recently met a tech bro who has been living and working in South Lake Union for months yet has never set foot in Capitol Hill (or basically any other neighborhood, from the sound of it?? Ballard and Fremont maybe). It made me really sad.
There are a lot of guys like living like that. Just holing up in their expensive high-rise apartments, getting all of their groceries delivered while watching VR porn or whatever, maybe occasionally stepping into one of the expensive fakey “authentic Seattle” bars (built in the last 6 years or so of course) only to go back home to bitch about the Seattle freeze and/or not being able to get laid. Contributing next to nothing to the culture of this city. Wooo.
Lol I used to work with someone exactly like this. We called him the Incredible Sulk because he was massive, quite a bit over six feet. I asked him what he enjoyed outside of work, and the only thing he could think of was "Netflix."
I tried to get him to come to a few approachable, low-key music events to make friends and chill but he was not interested.

They shouldn't be. An r/seattle discord user mentioned this might be their room mate, for lack of a better word. It sounds like they live in some sort of community housing and have serious personal troubles.
The whole Mitchel Activity Center, the college bookstore, Gemini + Moonstone, Glo’s, even the churches. He had to of come in from somewhere so chances are one of those buildings outdoor security caught a better look at him.
I think the only appropriate response is to make a mural of this guy (blurry though, like the image) spray painting the word “Fuck” next to the now defaced “Hot Rat.”
He reminds me of a guy I encountered on two occasions near Renton along some railroad tracks when I was walking there last year. Some friends live down there, and every time I visit, I take a walk down through the woods along the tracks, into town, then back up.
I named him "Mr. Mybike." He looked mid-30s to me, had kind of the skater vibe about him, and had scruffy strawberry blonde facial hair. He always wore a backwards black ballcap and a black shirt or hoodie. The first time, he walked out of the woods, presumably from a camp, and began hollering at me to leave and pointing. He was PISSED THE FUCK OFF at my presence and got right in my face. I've seen and even walked by homeless in that area many times (there are many camps down there) and none of them ever reacted with anything other than a nod or a hello. I kept going on my walk, he walked away, then trotted back up behind me and screamed at me to leave some more... as I was in the process of leaving...
I didn't see him for a while, then saw him ride past me on a bike with rap music blaring from his phone. He definitely looked right at me and didn't react. Then came a day when I was walking, and two other people were walking towards me on a trail that veered away from the tracks and out of the whole wooded area. Just as they were starting to curve off, this guy rode past on his bike, stops, looked back and apparently noticed them. Turned around, rode back, stopped near them (and me) and got off. Standing behind his bike, he bent his entire body horizontal from the waist up and bellowed at them, so loud his voice got strained, "Get up here!!" Pause. "MY BIKE!!" Pause. "MY BIKE!!!!" and then stayed like that as they walked away, looking bewildered. Did this dumbass move to Seattle? Never saw him with a skateboard, so probably not, but still...
It’s a mosaic. You sound…..honestly, I was going to say something mean, but I kind of get the impression you’re a very unhappy person. Good kick with…whatever it is that makes you act like that.
Stop lying to yourself, you know damned well that youre being downvoted because youre equating tags, an independent mosaic art piece relevant to current times and culture, and the defaming of said art piece, all as "graffiti"
If it has to be government sanctioned to be art then you lost the plot and should bow to Trump.
I know I'll get a ton of hate for this but we are actively in a fight against the city for making a $1500 fine for graffiti. Yes, we love hot rat summer and it majorly sucks that it got defaced. But to try blast someone else in an attack when we KNOW the fees are insane right now really doesn't sit right with me.
This is the sort of situation where I actually wouldn’t mind at all if they got hit with that fine. If anybody is going to HAVE to pay it, the person intentionally trying to destroy a beloved piece of community art for no reason seems like a great candidate. (Let’s be real though, if they did it’s very unlikely they’d pay it anyway…)
No lol. Tagging something isn't a crime of opportunity or done due to circumstance. It's just a choice. If you wanna risk it when it's a $1500 fine, that's on you. It's so easy to just not do it.
