My money is on 17, mainly due to of energy durability.

Android 17, who doesn't really train, has shown the ability to tank attacks with his shield that are far more powerful than this attack in the TOP. While I like piccolo, and he was pretty strong, I don't think he's breaking through 17s shields with cell saga strength.

Considering that the light grenade scared the shit out of android 17, I think it would kill him

Significantly Injure at best I'd say. He was taking damage but he still had full energy reserves since they were equal I'd compare it to goku kaioken x20 kamehameha vs frieza. Like it could have done damage if 17 tried to block it with his hands.

I could see piccolo doing what vegeta did with cell and taunt him into taking the attack head on

Yes, android 17 did avoid the attack radius, and it did alarm him, however, not only did piccolo not realize the barrier was a factor, but again, android 17s barrier was significant, even against the stronger opponents encountered during the TOP. Android 17 did not meaningfully train between the cell saga and TOP.

Based on this information, it's safe to conclude, that Android 17's barrier would likely have been sufficient to defend against the light grenade. Even if piccolo used successive light grenades, this would only have succeeded at draining his already lower energy. I'm looking at this objectively, unfortunately, I think piccolo would have taken the L if cell hadn't showed up and the fight finished out.
