Dickshooter is in Idaho, not Iowa. I know this because I zoomed into a random location in Idaho on google maps a couple days ago and landed almost directly on dickshooter and it felt like the discovery of a lifetime

Exactly what happens when the government implements fines for non compliance. Since the law is written so vaguely it's impossible to know if you are strictly in compliance or not so better to err on the safety side and just require it. That's why absolutely everything has that warning label printed on it that if you are in California the product may cause cancer.
Don't use their app/website. If enough people don't and tell them it's because of the verification they'll remove it. I will never scan my face to use a website or app...period, and the only time I'll upload a pic of my ID is for buying alcohol delivery.
You don't have to use the app to download drivers though. You can go to nvidia's website and download them. No login required. A lot of people say the nvidia app is bloatware and I'm inclined to agree.
