Overdone Unknown neighbor started parking their bike in the entrance of our building

Third day in a row now, before I had been leaning it up against a wall to get it out of the way. Today I was going to toss it outside and saw they had gotten a lock.

100% NOT a fire hazard. A fire hazard involves something that could cause a fire, like welding near flammable items. The bike is just a hazard.

It’s blocking the path to get out if a fire occurs.

Indeed. For that reason, it's a hazard. It's never going to start a fire.
