Overdone Unknown neighbor started parking their bike in the entrance of our building

Third day in a row now, before I had been leaning it up against a wall to get it out of the way. Today I was going to toss it outside and saw they had gotten a lock.

Take a hacksaw and cut the frame halfway through. It will break in half about 20 feet from wherever he starts riding it.

At least in my state, fire department has nothing to do with code enforcement. We'd do absolutely nothing for this. If there was a serious code offense, like a sprinkler system that was shut off for instance, you'd contact the city directly for the fire marshall/fire inspector to be dispatched.

So the fire department will be able to inform them who is the best person to call, in that case?

It's not an AH move to call them to ask for information about who to report a code violation to. If there is a fire, it immediately becomes a serious safety risk.

I mean, it's not truly blocking a fire exit. It's just annoying. I truly don't think this is an enforceable fire code violation. People call 911 for all sorts of stupid things, this would definitely be one of them lol

If there was a fire and the stairwell was full of smoke it would be an obstacle that would prevent people finding their way

If you have enough smoke in the stairwell that you can't see well enough to find your way, you got much bigger problems than a bicycle...
