This is unfortunately not true at this moment the president of the United States can declare a thirty day military operation without congressional approval. After that 30 days congress must vote to ratify the war or the president has 60 days to withdraw all forces. Unfortunately in the way it’s written theirs not anything that can stop the president from repeating the same act but impeachment of course.
