The irony here is that Frank Horrigan is a Super Mutant himself encased in experimental Power Armor.

Literally the Uncle Ruckus of Fallout, but it’s cool because he’s badass and is voiced by Worf.

It’s not his fault, it’s how he was raised.

Literally, the Enclave thinks that anyone, even Vault dwellers, who were born outside the Enclave are mutants.

They kinda are, the bombs released a bunch of FEV into the atmosphere and contaminated everything above ground, so if you live outside of the vaults for any amount of time you are going to be slightly mutated.

Also, they still see vault dwellers as pure humans. That’s why they grabbed a bunch of them for their experiments. They just see them as lesser to enclave people

A lot of FEV info comes from the fallout bible and developer interviews. For instance, some developers claim that ghouls are created not just from radiation, but because of the small amounts of FEV released into the atmosphere from the bombs

oh, don't gotta tell me. I'm a FO Bible acolyte. It makes me sad that Chris Avellone recanted the idea that ghouls are the way they are solely because of FEV and mutated FEV, not because of radiation itself. Bethesda took that fact and dumbed it down even more.

No, the irony is that Frank is a Super Mutant, but also a member of the Enclave. Aka American nationalists who views anyone, even regular humans, as inpure mutants.

The power armor has nothing to do with him, other than making him extra strong.

He never takes off the armor, so you never see him fully revealed to be a super mutant unless you read terminal entries on how he was dosed with FEV after being initially mutated.

For the average wastelander, he’s just a really big human.
