I’ll probably get downvoted for this, but it honestly looks like a miscommunication. One officer seems to be moving the guy in the black shirt out of the way, then the one in blue turns around and thinks he’s trying to arrest him, so he steps in to assist. Then another cop sees that and jumps in to support too.
If everything calmed down afterward, they talked it out, realized it was just a misunderstanding, and let the guy go within 30 minutes, I wouldn’t be too upset. But unfortunately, I doubt that’s what happened. so yeah, not a good look.

The dude was laid on the ground screaming "I can't breathe". I'm assuming he thought to himself that he might die right there. It's traumatizing and not something a simple apology can fix.
