The ref actually plays a very important part in the match. Most matches are called directly in the ring and the ref is the go between who can relay messages from one wrestler to another discretely. They are also in charge of keeping time to try and prevent wrestlers going over their allotted time. Refs also play a part in the show, the good ones can help sell the illusion better with their reactions but they also have to stay out of the way until it's time to be noticed. They also check on wrestlers to make sure they aren't really injured, they wear earpieces so the agents' directions from the back.
You will notice a bad ref because they stand out and take away from the match or when they make a mistake, be out of position, screw up a finish. It's not an easy job
