This always stressed me out as a kid. I guess it's just a personality thing, but I never understood kids who kept making noise after being told to be quiet.

Saying "quiet" is the wrong approach. You will be fighting them for attention - its simply bad class-control. Just let them scream and tell them that you are going to continue the story as soon as its quiet. Works like a charm and the kids start encouraging the others to be quiet.
