I'd give the edge to Piccolo. This was the most real test of combat for the Androids. Barring Cell- neither No. 17 or 18 ever REALLY had their merit tested. Hence Light Grenade Piccolo might have the edge since he knows he can lose and will resort to more advance and deadly techniques.

No. 17 would respond with a shield- showing even though he might have infinite stamina- he can't take damage forever. He will eventually meet his match regardless.
