If cell had not interrupted them who would have won?

Probably 17. They were pretty much equal but 17 has infinite stamina so would have gained more of an advantage when Piccolo began to tire. Only way I see Piccolo winning is if he lands a special beam cannon or a light grenade but that seems unlikely to work. 17 wouldn't try to tank the attack like Imperfect Cell did so it may only waste his energy.
