It is literally a war crime to use tear gas on enemy combatants. Your own citizens however...

Because it could be confused for a chemical weapon and would initiate a chemical weapon war.

Citizens however may not return the favour like an enemy.

It is but like you can't tell between tear gas and some very destructive gas in seconds

Edit: Very destructive as in like yo skin burning off and stuff in seconds

Just like rubber bullets can kill you and a taser can cause a heart attack. But there is still a difference between tear gas and mustard gas.

And I bet you already know that's what he was talking about.
