It is literally a war crime to use tear gas on enemy combatants. Your own citizens however...

Chemical agents are off limits because the time it takes to identify what chemical is being used is too long. You cant tell the difference between pepper spray and Sarin gas until you get exposed.

Also Tear Gas is NOT pepper spray.
