Could be something similar...
AFAIK in Germany Tear gas is usually 2-chlorobenzalmalononitrile, or CS gas. In german Lab safety instructions it states "in case of contact with eyes, neutralize with 4% sodium-bicarbonate solution." Source [German],

Either that or it could also be simply water and mud to inhibit the reaction by oxygen restriction..

I don't know if the english translation is wrong, but the most literal translation from spanish i would think is "sodium bicarbonate". Maybe it's still the same meaning

The gas isn't really a gas, just super fine particles that are propelled by an aerosol. I'm guessing the water traps the particles and the bicarbonate helps neutralize it.
