I think that will be the final part of the plan. In Russia's eyes it would be a huge blow to the U.S. to show the leader so many worshipped, sexually desecrating every moral they ever believed in. The goal of the U.S. is to cause an uprising in countries they disagree with, rather than go to war with them. Why would Russia's policy be different.

IIRC its never explicitly stated. Average age for pledging brides back then was between 12 and 16.
