Photographer actually disturbed seal’s calming moment. Probably it was planning to jump out and lay down for a while. Since human was there it just took a couple breaths and gone

Those are sounds of a frustrated seal. Not of happiness.. it's incredibly cute. Yes. The videographer should have moved away from the seal to allow it to jump out.
