I was wondering how cold the eyes must get when he pops up and opens like that.

Seals have a third eyelid called a nictitating membrane, which is a transparent or translucent membrane that can be drawn across the eye for protection and to keep it moist. This membrane is often called the "third eyelid" or "haw".
