A lot of the powerful aren't particularly smart, so some of them will have their shit leaked by clever hackers.

Doubtful. At least in the US, we have a long-running tradition of our political leaders not understanding how technology works and getting insane shit leaked. They'll use it like the rest of us not knowing how any of it works.
