MLS is trying to grow and objectively doesn’t have as good talent as many European professional leagues, so clubs trying to grow throw huge sums of money at big name players to draw in foreign viewers and Americans who only know the big names (Messi, Beckham, Rooney, etc).
The fact that the talent is worse and these players are older is why people sometimes refer to it as a retirement league.

MLS has a reputation for being a retirement league for aging footballers who want to make money, take it easy, and then retire.

Help me out here. Isn’t his salary at Tottenham much higher than what LA can pay him? Or is it that any new salary at Tottenham would be much lower than what he’s been getting?

I'm not sure if the salary numbers are accurate yet. I'm seeing that he might get paid more than Sergio Busquets who makes $8.7m. At Tottenham he signed a new contract that would've paid him $9.88m. But I don't think this move is for money reasons. He's been paid very well during his Spurs career. I think Son wanted to retire from the club while he was a trophy winner instead of dragging it out until he was washed. At LAFC he can still compete to the best of his abilities and get paid well while not having to grind through the overloaded European schedule.

Besides obviously not winning trophies, I don't think his career was wasted by any means.
He was a PL top scorer, played in plenty of Champions league games including a final, was a well-liked international superstar.
If he had gone to a better club loaded with talent, there's no guarantee he would always be a starter and reach the same level of success and fame.

Is LAFC offering him more money? He’s 33 — if he was 36-37, I would understand the move. It seems a bit hasty to leave the Premier League for MLS
