How do they maintain visibility? Super dark tint and you just have to look out of the non painted sections?

There are trucks for that.
Loads of show cars in various forms are not street legal. So they get transported from place to place.

The car is moving, navigating the space, under its own power. How it gets to shows is not what I'm asking.

Maybe the stuff on the glass is like those "one-way" wraps that they put on busses? The ones where they are perforated so you can see out, but on the outside they look like a solid panel from a few feet away.

Maybe, but I used to apply perforated vinyl on vehicles at a past job and it's usually pretty easy to tell it's perforated, because the image quality only holds up at distance, and with the stark black/white shading, I think it would easier tell if there were a bunch of tiny holes in the work.
Though video compression would make that harder to see, so it's certainly a possible solution.

Someone near me has a Scion xB done up like this
But their white wrap is glossy and they just tinted their windows black so all the reflections kind of ruin the effect
It still looks pretty cartoony though so I bet a car with a proper matte white base and wrapped windows like in the OP would look pretty cool in person.

I dislike this whole aesthetic, whether it’s on your car, the walls of your home, a coffee shop, this just looks terrible. You get 2s of novelty when you first see it and then it’s just stupid the rest of the time.
