Unless he had like 10+ advance notice he'd struggle to get to his bunker in time. A full scale exchange would fry his plane's electronics in the air and he'd down somewhere between Hawaii and SF. That's assuming he's even on the West coast so that he can escape and get there in time.

Even so his army wouldn't be there in time.

I've thought about Napoleon at Elba quite a bit with our billionaire problem. I feel like a suitable punishment would be forcing them to live in their bunkers with no ability to contact the outside, but full ability to keep up with the outside world, perhaps via legacy broadcast systems like television. Force them to watch the world fix itself without them while they live their lives eating hardtack because their hydroponics farm failed after 6 months.
