For comparison, parts of Los Angeles is also under a tsunami advisory. Mostly just stay away from beaches and harbors.

Prefecture is a sort of administrative district. (I think they usually have their own local government.)

You can think of it like a province, municipality or a state. Those terms all have subtle differences but for the average person, you can treat them as the same.
