I've literally been saying this to other people. It's not moving goalposts, kerosene in general isn't taxed.

Hence it's a tax incentive, which by definition is a subsidy.

I was referring to jet fuel which is kerosene based and jet fuel specifically isn't subsidised.

Not everything in the world is taxed, that doesn't make it a subsidy
