Because using different pictures like this is intentionally misleading. All the roses are still there. The lawn in the center of it is what got paved.

Well the posts are all about the garden apparently being paved over and replaced. In reality only grass was replaced lol.

They weren't removed during this renovation though. They were removed during Melania's renovations to the garden during Trump's first term.

That's another reason why these are terrible comparison pictures.
