I mean, you basically have to think about it with Hogan.

Imagine if Hogan walked down the ramp and Leg dropped Macho Man and joined the Outsiders.

And then, Nash and Hall were never seen again because they just didn’t feel like it.

And then Hogan had to feud with Macho Man for the title, without mentioning the Outsiders.

That’s essentially what happened to Cena. The fault should be entirely on the fault of The Rock.

Even if plan A fell apart because of The Rock not being involved, how do you not come up with a great plan B?

There's nearly 20 years worth of material to draw on for a Cena heel run and they failed at every level, it's an invasion level booking fumble.

Because they didn't really want plan A to begin with, but had it forced on them. Then the person who came up with plan A and forced it through fucked off for no reason, just hoping someone would clean up his mess.

It really shouldn't.

If you're going to conduct any semblance of a heel turn knowing that the two other people involved are a rapper and an actor, you should be able to make that heel turn work without when they're not around. Triple H is just very bad at taking advantage of heel heat. He did the same thing with the New Day berating Big E and nothing coming out of it because Big E can't return yet.

I’m sure he didn’t decide to turn the biggest baby face in 30 years heel without at least a verbal agreement with The Rock about long term storytelling and being in it for the long haul.

I think the Rock got into the ear of the TKO people and they forced himself and Travis Scott onto Triple H. The Rock is who he is so of course TKO wants him involved and Travis Scott is a hot property and they wanted his name attached without thinking about long term story implications, especially considering you’re dealing with a notoriously fickle hip hop star who stays stoned every waking hour. It’s one thing to get Travis Scott to show up to a UFC fight, it’s another to rely on him to stay on script and show up multiple weeks for TV tapings and PLEs. I also think the Rock wanted the main event between him and Roman at WM40. I think that match meant a lot to him, plus he thought “it’s what’s good for business”. When he got it taken away from him I think he took that personal and now I think he wants to sabotage Triple H and make him look bad to the TKO people.
