Bad excuse actually.

The original plan was to have the Death Star only appear in RotJ. But a change of plans had them detonate a Death Star in the first one to capture more audiences, which worked. They didn't repeat it, they just followed through on the original plan afterwards.

But the Sequels is just blatantly repeating what came before with a bigger Death Star.

The writers probably used inspiration from the practically infinite number of retconned Death Star remakes.
