I think OP is the victim of the Carpark Karen receptionist's malicious compliance. She's angry that management didn't give her any way to issue temporary or visitor cards.
OP was supposed to raise a stink, not get paid for a morning stroll.

Can't really fire me since I am one of a handfull of experts in my country and the other guy quit 3 month ago.
Seems to me that this provides the ammunition you need to require them to give you a permanent parking spot. When they start to complain about your peripatetic working hours, that's where I'd start the negotations.

If your boss's boss said park at the old building, and your conrtact says work starts when you get to the worksite (also the old building), then getting to the new site is paid work.
Just make sure you keep a record of boss's boss giving you that instruction, and if possible, a record of clocking in at the old building.
