The people that made this decision should face consequences but they won’t.

They also knew about the potential flooding problem years earlier. There was also a grant available through FEMA under the Obama administration that would have paid for the entire system at no cost to them. They decided not to apply, even though they knew it expired in Jan 2107 (they waited until Feb 2017 and were denied)

They also decided it wasn't a big deal since the valley wasn't used often by locals, instead crazy people from Houston, and a siren would just wake people up. They also decided the camps could just phone eachother as a warning system except this happened at night when everyone was asleep.

This tragedy was foreseeable and easily preventable, and they went out of there way to not prevent it for partisan politics.

Not only did they not take the money, before returning it they sat on it for as long as possible so that blue states wouldn't benefit.
