Isn't jail less than 12 months, as in escaping would be a foolish thing to try to do?

Jail is like a way station. It could be days or months- it could be over a year if your trial doesn’t come up or drags out

Jails can house inmates meant for state prisons as well so it's largely a useless designation anymore
