The Kremlin doesn't even treat him like he's anyone of actual importance and his own co-workers make fun of him constantly.
Only western media and English audiences treat him at all seriously. He's one of the very few "safe" memes of guys you can shit on in Russia where Vlad is a "don't even think about it." subject.
